2025 NPRA Achievements

  • Successfully lobbied for a new legislation that lifted long-standing caps on senior placement referral fees in Texas. The win — coming a year after similar successful legislation in Oklahoma — means no U.S. state now has a cap on referral fees. 
  • Expanded to five the number of U.S. states in which NPRA contracts with lobbyists. 

  • Added 11 new chapters across nine states: CA–Inland Empire (Riverside/San Bernardino) and CA–San Francisco; CT–Connecticut; FL–Ocala; ID–Idaho; IL–Chicago (including Naperville & Elgin); OH–Central Ohio; PA–Philadelphia and PA–Pittsburgh; RI–Rhode Island; and TX–Austin. Together, these chapters reflect both expansion into new states and deeper penetration within key regional markets. 

  • Prioritized starting new chapters in state capitols: Austin, Boise, Hartford, Columbus 

  • Saw total membership in the association approach nearly 1,000 

  • Membership overall grew 12.9 percent 

  • Agent membership grew 20.6 percent 

  • Placement agent group membership grew 62.6 percent 

  • Invested for the first time in national bill-tracking and grassroots advocacy software. 

  • Developed comprehensive membership lists for chapter leaders and began tracking members served by a chapter vs. those not served by a chapter 

  • Developed comprehensive membership lists for placement-agent franchise company leaders. 

  • Created a chapter onboarding process that provides seed money, marketing materials and access to an online store 

  • Began planning for an NPRA leader fly-in meeting for September 2026. 

  • Developed the Eagle Fund for NPRA Advocacy, which is rolling out in January 2026 

  • Board achievement: Met monthly through 2025, held its annual election in December 2025 and prioritized updating its bylaws and strategic plan for 2026. 

  • Staff achievement: Cassy Hemmen joined as membership specialist, succeeding Kori Sulewski.
